{"id":697,"date":"2010-02-23T13:39:13","date_gmt":"2010-02-23T12:39:13","guid":{"rendered":"http:\/\/bxttlines.wordpress.com\/?p=697"},"modified":"2010-02-23T13:39:13","modified_gmt":"2010-02-23T12:39:13","slug":"loch-lomond-members-call-for-more-transparency-in-accounts","status":"publish","type":"post","link":"https:\/\/btl.longlinemedia.co.uk\/index.php\/2010\/02\/23\/loch-lomond-members-call-for-more-transparency-in-accounts\/","title":{"rendered":"Loch Lomond members call for &#8216;more transparency&#8217; in accounts"},"content":{"rendered":"<figure id=\"attachment_699\" aria-describedby=\"caption-attachment-699\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/btl.longlinemedia.co.uk\/wp-content\/uploads\/2010\/02\/lomond-angling.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-699\" title=\"Lomond-angling\" src=\"https:\/\/btl.longlinemedia.co.uk\/wp-content\/uploads\/2010\/02\/lomond-angling.jpg\" alt=\"Loch Lomond historic water\" width=\"510\" height=\"340\" srcset=\"https:\/\/btl.longlinemedia.co.uk\/wp-content\/uploads\/2010\/02\/lomond-angling.jpg 600w, https:\/\/btl.longlinemedia.co.uk\/wp-content\/uploads\/2010\/02\/lomond-angling-300x200.jpg 300w\" sizes=\"(max-width: 510px) 100vw, 510px\" \/><\/a><figcaption id=\"caption-attachment-699\" class=\"wp-caption-text\">Loch Lomond: frustration continues to simmer<\/figcaption><\/figure>\n<p>SEARCHING questions about the financial administration of salmon and sea trout angling on Loch Lomond are expected to dominate tonight\u2019s annual meeting of the historic club which runs game fishing on the famous water.<\/p>\n<p>A tense meeting of members of the Loch Lomond Angling Improvement Association (<a title=\"LLAIA, opens in new window\" href=\"http:\/\/www.lochlomondangling.com\/\" target=\"_blank\">LLAIA<\/a>) in Glasgow is anticipated when officials present the report and accounts for the 2009 season which it is claimed show management salaries and hatchery expenses together totalling more than \u00a384,000.<\/p>\n<p>Members last week sent a letter to accountant Alastair Mair, the club\u2019s treasurer, calling for greater transparency in the figures and for more details of salaries, hatchery expenses and river repairs, among others, to be published.<\/p>\n<p>The letter, written by a prominent member of a group of disenchanted anglers, says:<\/p>\n<blockquote><p>I do not believe that it is acceptable any longer to list large items of expenditure under one line and not break the totals down into more manageable chunks.\u201d<\/p><\/blockquote>\n<p>Last year\u2019s annual meeting broke up in disarray following a vote of no confidence and a subsequent emergency meeting narrowly avoided voting out the existing committee after months of acrimonious wrangling over how the club is run.<\/p>\n<p>Since then the atmosphere of open hostility between the club\u2019s secretary, Michael Brady and the dissidents who operate an alternative Loch Lomond angling <a title=\"Loch Lomond Angling, opens in new window\" href=\"http:\/\/www.lochlomondangling.co.uk\" target=\"_blank\">website<\/a>, has subsided and a tone of conciliation has appeared in public statements from both sides.<\/p>\n<figure style=\"width: 180px\" class=\"wp-caption alignright\"><a href=\"http:\/\/images26.fotki.com\/v888\/photos\/1\/1173907\/5112751\/22lb-vi.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" \" title=\"Loch Lomond 22lb salmon\" src=\"http:\/\/images26.fotki.com\/v888\/photos\/1\/1173907\/5112751\/22lb-vi.jpg\" alt=\"Loch Lomond 22lb salmon\" width=\"180\" height=\"240\" \/><\/a><figcaption class=\"wp-caption-text\">\u00a9 LLAIA Gallery: 22lb Lomond salmon<\/figcaption><\/figure>\n<p>Early results of salmon and sea trout catches last spring predicted a bumper season for salmon and sea trout on the loch which forms the centrepiece of Scotland\u2019s first national park.  Final figures are expected to show that this was not sustained and that verifiable salmon returns, as in many other Scottish waters in 2009, were mediocre.<\/p>\n<p>The Loch Lomond catchment is unusual in that, despite its size and popularity, it is not a formal district salmon fishery board and therefore not subject to the statutory rules of governance set out by the <a title=\"ASFB, opens in new window\" href=\"http:\/\/www.asfb.org.uk\/asfb\/asfb.asp\" target=\"_blank\">Association of Salmon Fishery Boards<\/a>.  There are also continuing questions about policy differences between the LLAIA and the <a title=\"LLFT, opens in new window\" href=\"http:\/\/www.llft.org.uk\" target=\"_blank\">Loch Lomond Fisheries Trust<\/a>, an independent charity dedicated to promoting conservation of the catchment\u2019s native fish populations.<\/p>\n<p>Below the surface of the 100-year old club, it seems that frustration among some of its 600-plus members continues to simmer over aspects of the administration.  The letter, which has so far received no official response, says:<\/p>\n<p>\u201cThe Association is undoubtedly moving in the right direction and while you did not open up the accounts this year to full scrutiny I would suggest there is little to stop you from doing this next year as I believe you will have the full support of the membership on this matter.\u201d<\/p>\n<p>It asks for a breakdown of management and watcher salaries, quoted at \u00a351,799; hatchery rent and expenses at \u00a332,066; and river repairs at \u00a31499 and says individual sums over \u00a3100 should be listed.<\/p>\n<p>Clydebank teacher, Stewart Inglis, who authored an alternative plan for administration of fishing on the loch last year, said today:  \u201cSome progress has been made since the emergency meeting, but there is still a long way to go and many unanswered questions remain.\u201d<\/p>\n<p>Officials of LLAIA could not be contacted for comment.\u00a0 However, Brady is on record last spring saying: \u201cWhen I took over as chairman 12 years ago we had a debt of \u00a363,000. Now we have a fishery reserve of \u00a3250,000 and have bought four stretches of the River Endrick.
